STRIKE ACTION AND OVERTIME BAN
The Executive Council met yesterday to begin the process of reviewing our recent industrial action and determining the next steps in our campaign on pensions. On behalf of the Executive Council could I once again pay tribute to the solidarity and determination shown during the three strike periods in England and Wales over the last weekend. Members in England, Wales and Scotland should also be congratulated for their unity in implementing the overtime ban.
The Executive Council discussed particular issues and problems which have arisen as a result of our campaign. This includes the disgraceful and provocative decision of the employer in Buckinghamshire, at the recommendation of the Chief Fire Officer, to effectively lock out our members by refusing pay for the full duration of any shift during which strike action was taken. This was a clear and unwarranted attempt at intimidation which has nevertheless backfired. Our members in Buckinghamshire have stood firm and will continue to do so. I know many Branches and Brigade Committees have sent messages of support to Buckinghamshire Branches and that has been extremely welcome.
The Executive Council is also aware of certain individual cases of victimisation of members arising out of our campaign. These cases are being addressed locally with the full support of the Executive Council and further information may follow as necessary.
The Executive Council reviewed all aspects of our recent action:
• Picketing arrangements.
• Local campaigning.
• Political lobbying and campaigning.
• Resilience arrangements of local Fire and Rescue Authorities.
All these aspects will be discussed further with local officials through our Committee structure. If you have any relevant information, requests or suggestions please ensure they are passed on through your local officials. For example, Head Office is currently undertaking a review of campaign material and further such material is being ordered. We are aware that many Branches have been requesting such additional material.
The Executive Council discussed the most recent exchanges of correspondence between the union and the DCLG Fire Minister which can be found on the union’s website. While it will always be necessary to correct inaccurate comments and set the record straight on behalf of the union, we are also aware that such public arguments should not be allowed to get in the way of attempting to negotiate issues and resolve our dispute. The Executive Council agreed that discussions should be sought with DCLG to ascertain their current position and whether any revised pension proposals are likely to be forthcoming or not. The Executive Council is scheduled to meet regularly over the next few weeks to assess developments and to consider further reports from Brigade Committees in relation to our recent action and current campaigning.
